You Get One PEO’s Price Book. We Get You Every One That Fits.

As your independent PEO broker in South Florida, we represent you to the PEO market, not a PEO to you: we run the comparison, negotiate the contract, and stay on your side of the table at renewal. The consultation and the comparison are free.

The short version

What a PEO broker does

A PEO broker is an independent advisor who helps an employer choose and negotiate with a Professional Employer Organization. The broker is not employed by any PEO. We work out what your business needs, take your file to the providers whose underwriting fits it, compare the proposals line by line, negotiate the agreement before you sign, and stay involved through implementation and renewal.

A PEO sales rep can only sell you one PEO. That is not a criticism of the rep, it is the job. They carry one company’s quota and one company’s price book. If their PEO is wrong for your class codes or your experience mod, the proposal on your desk will not say so.

There are more than 500 PEOs in the United States and their appetites differ enormously. A roofing contractor with a high mod and a twelve-person software firm shopping for better health plans are two entirely different placements. Knowing which providers will actually write you, before you spend three weeks finding out, is most of the value here.

Who you get

You work with Stephanie, not a call queue

Stephanie Fortune founded Fortune Business Consulting and runs every engagement herself. Eleven years placing PEO and workers’ compensation business in Florida, more than 100 companies served, and a five-star rating from the owners who have been through it. The person who takes your first call is the person who reads your proposals and sits on the renewal.

Side by side

Broker or direct with a PEO sales rep

Going direct looks faster. What it costs you is the comparison, the leverage, and anyone in your corner after the signature.

Whose side the advice is on

Through us

We are not owned by or captive to any PEO. We shop most of the market, represent the employer, and our fees are covered by the PEO that places you.

Direct with a PEO

The rep is employed by one PEO and carries their monthly quota. Their recommendation is always that single provider.

Number of competing options

Through us

Multiple competing proposals from top national and regional PEOs, all sourced from one initial consultation.

Direct with a PEO

One single offer. Getting comparison quotes requires repeating your census and interview with every competitor.

Pricing transparency

Through us

Line-by-line unbundled analysis showing true admin cost, net workers' comp rates, and health insurance savings.

Direct with a PEO

Bundled pricing models often mask administrative markups and future renewal escalation clauses.

Contract & renewal leverage

Through us

We actively negotiate rate caps, cancellation terms, and fee structures backed by market intelligence.

Direct with a PEO

Standard non-negotiable contract templates. The sales rep typically lacks authority to alter exit clauses or rate caps.

Ongoing client advocacy

Through us

We remain your dedicated advisor through onboarding, billing audits, service escalations, and annual remarketing.

Direct with a PEO

Once the deal closes, the sales rep transitions to the next prospect, passing you into a standard call queue.

The engagement

What actually happens when you call us

  1. We assess your actual workforce & risk needs

Headcount, states of operation, class codes, current health and workers' comp spend, and loss runs. A firm with a high experience mod and a professional services firm seeking platinum health plans belong at very different PEOs.

  2. We take your brief to the PEO market

One unified census and submission package goes out exclusively to the PEOs whose underwriting appetite and licensing match your risk profile. You avoid repeating your story to five different sales reps.

  3. We put every proposal in the same format

Admin charges, workers' comp rates, health plan tiers, and hidden per-payroll or onboarding fees are converted into identical units. PEOs quote in varied formats to prevent comparison; we make them transparent.

  4. We negotiate terms before you sign

Renewal caps, multi-year rate locks, termination clauses, and transition fees are where PEO contracts carry risk. We leverage our multi-provider volume to secure favorable terms while you hold maximum leverage.

  5. We provide ongoing advocacy & renewal support

From payroll transition and employee enrollment through annual rate benchmarking and claims disputes. If a PEO raises rates unexpectedly, we remarket your business. A PEO sales rep is paid on signature; we stay on your team.

Qualification

When a broker is worth it

Call us if you recognize yourself here:

  • Your workers’ comp was non-renewed, your experience mod climbed, or the deposit being asked for is untenable.
  • You are looking at a PEO for the first time and have no benchmark for whether the number in front of you is good.
  • You are already in a PEO and the renewal went up without an explanation you found convincing.
  • You employ people in more than one state and the compliance surface is getting away from you.
  • You have no HR team, or one person doing HR alongside another full job.
  • You have a proposal in hand and want a second set of eyes on the contract before you sign it.

If you have fewer than five employees and no workers’ comp exposure worth naming, a PEO is often more machinery than you need. We will tell you that on the call rather than after it.

How we are paid

Free to compare, one fee if you enroll

The consultation, the market search, and the proposal comparison cost you nothing. Independent PEO brokers are paid a referral fee by the PEO once a client signs, the same way an insurance broker is paid by the carrier. There is no engagement fee and no retainer.

If you decide to move forward with one of the PEOs we bring you, we charge a one-time enrollment fee for setting the arrangement up. You see that number before you sign anything, and it is the only charge you will ever get from us.

Ask every broker you speak to how they are paid and whether they are tied to a particular provider. It is a fair question, it is the one that tells you whose interests the advice serves, and we will answer it on the first call.

The Deliverable

What the comparison shows you

We take you through every proposal side by side, priced out to true cost per employee, with the admin fees, workers’ comp rates, and renewal terms all expressed the same way. You see where the real differences are, and what each one costs you, before you commit to anything.

FAQs

Questions we get asked about brokers

What is a PEO broker?

A PEO broker is an independent consultant who represents employers in evaluating, selecting, and negotiating contracts with Professional Employer Organizations. Unlike captive PEO sales representatives who sell only their employer's service, an independent broker evaluates the entire market to match your specific industry, headcount, and risk profile.

How much do PEO broker services cost?

Our consultation, market RFP analysis, and proposal comparison are 100% free to the employer. Independent PEO brokers are compensated directly by the selected PEO provider upon successful placement, similar to how commercial insurance brokers operate. There are zero upfront fees, retainers, or hidden consultation costs. If you move forward with one of the PEOs we bring you, there is a nominal one-time enrollment fee to set the arrangement up. You see that number before you sign anything, and it is the only charge you will ever get from us.

Do I get a better price by going directly to a PEO provider?

No. PEO pricing models account for customer acquisition costs whether through their internal direct sales force or independent brokers. In fact, employers working through a broker typically achieve lower net costs because providers know they are in an open competitive bidding process and brokers negotiate aggressive renewal caps.

Can a PEO broker help with high-risk workers' compensation or high E-Mods?

Yes. Hard-to-place workers' comp is our core specialty in Florida. We place high-risk trades (construction, roofing, marine, tree trimming, and transportation) into PEO master policies with high MOD acceptance, zero annual audits, and pay-as-you-go billing.

Do I have to switch PEOs if I just want to benchmark my current renewal?

No. Many business owners contact us during their annual renewal simply to verify whether their PEO's rate increase is fair. We benchmark your current rates against the South Florida market. If your current contract is solid, we advise you to stay.

Which PEO providers does Fortune Business Consulting work with?

We partner with over 30 leading national and regional IRS-certified (CPEO) and ESAC-accredited PEOs. We remain completely provider-agnostic, recommending only the PEO whose underwriting appetite, technology platform, and healthcare networks best align with your business.

“We received a notice that our current PEO was increasing our costs over 200%, so I reached out to my network for consulting firms and Fortune Business Consulting was overwhelmingly the top suggestion. Stephanie and Cristina were a pleasure to work with and provided me 5 options to work with. Our transition to a new PEO started out poorly, but Stephanie and Cristina worked diligently to have my concerns addressed and ensure the transition went smoothly.
